2 cups all-purpose flour
1/2 cup cornmeal
1/4 cup sugar
2 teaspoons baking powder
1/2 teaspoon salt
1/2 teaspoon ground nutmeg
1/2 cup cold water
1/4 cup milk
1 teaspoon vanilla extract
Vegetable oil, for frying
In a large bowl, whisk together the flour, cornmeal, sugar, baking powder, salt, and ground nutmeg.
In a separate small bowl, combine the water, milk, and vanilla extract.
Gradually add the wet ingredients to the dry ingredients. Mix until a soft, slightly sticky dough forms. Do not overmix.
Cover the dough with a clean kitchen towel and let it rest for about 10-15 minutes to allow the flavors to develop.
Heat vegetable oil in a deep pot or skillet over medium-high heat. The oil should be about 2 inches deep.
Take a small handful of the dough and shape it into a long, cylindrical festival shape, approximately 3-4 inches in length.
Carefully place the festival dough into the hot oil. Fry a few at a time, without overcrowding the pot, until golden brown on all sides. This should take about 3-4 minutes per side.
Use a slotted spoon or tongs to transfer the fried festivals to a plate lined with paper towels to absorb excess oil.
Repeat the process with the remaining dough until all the festivals are fried.
